There are multiple scholarships available for students from outside of the EU. The value of these scholarship differ. If I understand correctly the Holland Scholarship found in the following link is applicable for people starting the degree. Additionally there is a Saxion Talent scholarship for students outside of the EU that have excellent results before entering the program. Also you would be able to apply for the Orange Tulip scholarship after passing your first year.
